EEC Requests for Proposals

A Request for Proposal (RFP) is a formal invitation by agencies and public bodies of the State of Rhode Island for qualified vendors to submit competitive proposals for goods or services issued under R.I. Gen. Laws § 37-2-1 et seq. An RFP outlines the State's specifications, performance requirements, and evaluation criteria to determine which vendor offers the best overall technical solution and value.

RFP for Policy & Program Planning Consultant Services

Under RFP No. EERMC-2026-01, the Energy Efficiency and Resource Management Council, d/b/a Energy Efficiency Council or EEC, is seeking the assistance of a technical consultant beginning on January 1, 2027. The Consultant will provide policy support and services related to program planning and implementation to the EEC in its review and oversight of energy efficiency and system reliability programs as well as initiatives proposed and administered by the electric and gas distribution company as required by R.I. The deadline to submit questions for this RFP is Wednesday September 23, 2026, at 5 p.m. ET.

The deadline to submit a proposal for this RFP is Friday, October 16, 2026, at 5 p.m. ET.

A revised copy of this RFP was posted on September 15, 2026. The revisions consist of edits to Subsection 5.2 "Important Dates" to accurately reflect the RFP Issuance Date, Due Date to Submit Questions, and RFP submission Deadline that are included on the cover page of the RFP.
